Royal University of Phnom Penh called in French: URPP or in English: State Higher Education RUPP is the oldest and largest in the country.

In the last decade the Royal University of Phnom Penh, divided into 3 universities are institutions government and day and Humanities College and the Institute of Foreign Languages (IFL). In 2001 the University opened a postgraduate training.
